The Effect and Double Adjustment of Condition Effect in Split Panel Surveys

Condition Effect is an important source of non-sampling error in continuous surveys with matched samples. In this paper, we studied the statistical effect of the condition effect for the combined difference estimator in split panel surveys, proposed an adjusted estimator under a double sampling verification scheme, calculated the variance of the adjusted estimator, discuss the conditions under which the adjusted estimator has higher accurity.
